Refunds & Chargebacks Policy

1. Purpose

The purpose of this Refunds and Chargebacks Policy is to explain how PassCash handles refunds, reversals, disputes, and chargebacks in a transparent and fair manner. This policy helps protect users, merchants, agents, and the PassCash platform from misuse, fraud, and financial loss.


2. Scope

This policy applies to:

  • Individual users
  • Merchants
  • Agents
  • Transactions conducted through the PassCash platform

It covers wallet funding, cashouts, merchant payments, currency exchange, escrow transactions, and agent-assisted services.


3. General Refund Principles

  • All transactions on PassCash are reviewed before being marked as completed.
  • Once a transaction is completed, it may not be reversible unless an error or dispute is confirmed.
  • Refund eligibility depends on transaction type, payment method, and transaction status.


4. Wallet Funding Refunds

Refunds for wallet funding may be issued only if:

  • The transaction failed or was duplicated
  • Funds were debited but not credited to the wallet
  • A system or processing error occurred

Completed and successfully credited wallet funding transactions are generally non-refundable.


5. Cashout Transactions

  • Cashout requests that are pending may be canceled where system rules allow.
  • Once a cashout is processed or completed, it cannot be reversed.
  • Agent-based cashouts are final once funds are released to the agent.


6. Merchant Payments

  • Payments made to merchants are generally non-refundable through PassCash.
  • Refunds for goods or services are subject to the merchant’s own refund policy.
  • Approved merchant refunds will be credited back to the user’s PassCash wallet where applicable.


7. Currency Exchange and FX Transactions

  • Currency exchange transactions are final once completed.
  • FX rate fluctuations are not grounds for refunds.
  • Errors caused by system malfunction may be reviewed and corrected.


8. Escrow Transactions

Funds held in escrow may be refunded if:

  • The transaction is canceled by mutual agreement
  • A dispute is resolved in favor of the refunding party
  • Once escrow funds are released, the transaction becomes final.


9. Chargebacks

Chargebacks may occur when a user disputes a transaction through an external payment provider.

PassCash reserves the right to:

  • Temporarily suspend accounts during chargeback investigations
  • Recover funds associated with chargebacks
  • Apply chargeback fees where applicable

Repeated or abusive chargebacks may result in account termination.


10. Dispute Resolution

Users may raise disputes by contacting PassCash Support within a reasonable timeframe. Disputes must include:

  • Transaction reference
  • Reason for dispute
  • Supporting documentation where applicable

PassCash will review disputes fairly and communicate outcomes once resolved.


11. Fraud and Abuse

PassCash does not issue refunds for:

  • Fraudulent activity conducted by the user
  • Policy violations
  • Transactions confirmed through proper authentication

Any suspected fraud may result in account suspension and reporting to relevant authorities.


12. Processing Time

Approved refunds may take time to process depending on:

  • Payment method
  • Banking partners
  • Compliance checks

Processing times may vary and are not guaranteed.


13. Policy Updates

This policy may be updated periodically to reflect regulatory changes, operational needs, or system enhancements. The latest version will always be available on the PassCash website.
